The committee also discussed the fact that there is some confusion about pace versus grading, that leisurely does not necessarily mean easy or that energetic means hard. Leisurely, moderate, energetic all refer to pace; distinct from the Grade number which refers to terrain.

For me, when I grade a walk, I always like to make it leisurely even when it is a harder grade 3 because I like to stop and take photos and sometimes I like to take the hills at a leisurely pace!
